1. Poverty Alleviation Fund (PAF) Nepal is currently implementing a project titled “Making Markets Work for the Conflict Affected in Nepal” with the funding support of Japan Social Development Fund (JSDF) and administrative support from the World Bank to enhance the opportunities of poor rural artisans involved in traditional skill and cultural industries.
2. PAF Nepal seeks a reputed research agency to plan, execute and deliver (a) comprehensive baseline study (b) comprehensive end line study along with impact assessment and project report, for the JSDF supported project. The assignment will involve preparing detailed framework/design, developing a robust research methodology, developing appropriate data collection tools (household surveys, FGDs, interviews), across eight project districts in Nepal, analyzing the collected data, and preparing comprehensive reports.
3. Potential research firms should submit EOI demonstrating prior experience of performing similar studies. The company profile should include at least:
(a) Tax Clearance Certificate of Fiscal Year 2072/073
(b) VAT Registration Certificate
(c) Company/Firm Registration Certificate, Audited financial Statements of last three years.
(d) Brief CVs of the Working Team.
4. The attention of interested agencies is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants/Firms [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers , January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant/firm will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.

6. Expression of Interest must be delivered in a written form at Poverty Alleviation Fund, Tahachal, Kathmandu, Nepal. The last date of sub-mission of the EoI is 12 April 2017 before 5:00 PM.
7. Only Shortlisted firms will be requested to submit the Technical and Financial proposal.
8. The firm may associate with other firms in the form of joint venture or a sub consultancy to enhance their qualifications.
9. All rights are reserved with PAF Nepal to accept the EoI fully or partially.
10. If the last date of submission falls on government holiday then the next working day shall be considered as the last day.
